Urgent Cry for Help


Dear Inspector General,

I am writing to formally lodge a complaint against three employees of the US Embassy in Angola: Djamilia Fernandes (FernandesDPG@state.gov), Ana Ferreira (FerreiraAP2@state.gov), and Leshawna Johnson (JohnsonLR@state.gov).


Background

In March 2023, I was selected for the Mandela Washington Fellowship (MWF). I successfully completed all recruitment steps: interviews, exams, medical reports, and orientation events. By May 2023, I had obtained a valid two‑year visa and round‑trip tickets from Angola to Reno Nevada.

Despite this, the actions of the above‑mentioned individuals resulted in fraud, harassment, and unlawful termination of my fellowship. They canceled my tickets, revoked my fellowship, and subjected me to persecution, misinformation, threats, and criminal plotting.



Ongoing Issues

  • Since June 2023, I have received no response from IREX or the US Embassy in Angola, despite repeated protests.

  • I have not received compensation for the material and moral damages caused.

  • These individuals continue to operate within embassy activities, including programs for 2024 fellows, without accountability.



Criminal Network Allegations

  • Djamilia Fernandes is part of an alumni network that steals fellowships and associated benefits from rightful recipients.

  • Victims are added to alumni databases without ever attending the fellowship or traveling to the US.

  • This practice has repeated annually, harming young professionals early in their careers.

  • Between 2017 and 2022, I inexplicably received alumni news despite being told my applications were unsuccessful. This suggests my fellowship had already been stolen in past years.

Events of June 2023

  • June 15: I reported my unfair dismissal and humiliation to MWF and the US Embassy.

  • June 16: Ana Ferreira called me to meet the consul on June 20.

  • June 20: I was denied entry, humiliated, and ignored after waiting for hours. My flight ticket was canceled.

  • That same day, I received a hostile email from IREX2023@MandelaWashingtonFellowship.org, revoking my fellowship. This email, likely orchestrated by Leshawna Johnson and Ana Ferreira, contained false accusations and demonstrated a vendetta.

Impact

  • Material damage: loss of tickets, stipend, and fellowship benefits.

  • Moral damage: public humiliation, harassment, and exclusion.

  • Career damage: deletion of my official fellow profile, loss of international opportunity.

Request for Investigation and Compensation

I request:

  • An in‑depth criminal investigation into the actions of Djamilia Fernandes, Ana Ferreira, and Leshawna Johnson.

  • Compensation for material and moral damages.

  • Accountability: removal of these individuals from public service roles.

  • Transparency: correction of false reports published by the embassy in August 2023, which claimed 17 fellows completed the program when only 16 traveled.

Conclusion

The Mandela Washington Fellowship lacks proper channels to report abuse and injustice. I was a victim of fraud, persecution, and unlawful exclusion. These individuals have attempted to silence me and manipulate official records.

This testimony must be treated as evidence of criminal activity, requiring urgent investigation and justice.
